We would like to invite you to participate in the 8th International Conference of the Institute for Regional- and Migration Research (IRM) and send us a proposal. The conference is going to take place in Trier and Dudelange/Luxembourg, 28-30June , 2008.

According to current social and political debates along side the terms and concepts of '(neo-)assimilation' and 'integration' with a strong emphasis of shifting the burden for any past and current failure to the migrants themselves, we want to discuss the relations between "Migration, Partizipation und Ausgrenzung/ Migration, Participation, and Exclusion".

Migration processes play an essential part in social change. Migration poses a challenge for newcomers as well as for settlers, regarding social, political, cultural, and legal affiliation and participation possibilities. Participation and segregation as mechanisms, both oppositional as well as entwined, of socialization constitute a social reaction to migration as a matter of fact. Through various forms and possibilities of participating, migrants, both female and male, are able to take part in creating the development of social interrelations. At the same time, however, this leads to an extension of the circle of persons involved in creating society. In contrast, limitation and prevention of participation may lead to legitimating inequality and maintaining excluding structures. Dealing with participation and exclusion, therefore, equals a discussion about a society's self-definition and predominant social  and political relationships. This argument may lead to a renegotiation and hence to a change of current cultural significations and experiences. This might produce contradictory results at times. Even though obtaining citizenship was facilitated through the reformation of the respective law in Germany, new forms of exclusion have been established via newly issued charges. Different combinations of minorities and majorities that are subject to conditions of exclusion and restricted participation can be defined. The question of how to deal with minorities is of importance, especially in migration contexts.

Against this background, the actual forms of participation and exclusion in the migration context are being displayed and analyzed in their versatile and multifaceted Aspects. In this regard, the question is posed, how relevant and important political, social, cultural, as well as legal inequalities are. "Migration, Participation, and Exclusion" to be illuminated and discussed inter-disciplinary and internationally within the conference. We would like to invite you to submit a proposal that deals with one of the following thematic fields in combination with participation and exclusion:

- Migration and the law/human rights

- Migration and ethnicity/minorities

- Migration and citizenship/cosmopolitism

- Migration and racism

- Migration and gender

- Migration theories: critique and perspectives

If you would like to offer presenting a lecture, please submit a short summary/abstract of a maximum of 200 words with a lecture title, a short biography and contact details (e-mail, telephone and postal address). Please comply with the format below!

Migrationsprozesse sind zentrale Bestandteile sozialen Wandels. Migration stellt sowohl die Neuankömmlinge (Newcomer) als auch die Eingesessenen (Settler) vor Herausforderungen hinsichtlich sozialer, politischer, kultureller und rechtlicher Zugehörigkeiten und Teilhabemöglichkeiten. Partizipation und Ausgrenzung als gegenläufige und gleichsam verschränkte Mechanismen der Vergesellschaftung stellen eine gesellschaftliche Reaktion auf die Tatsache der Migration dar. Über unterschiedliche Formen und Möglichkeiten der Partizipation können MigrantInnen die Entwicklung der gesellschaftlichen Zusammenhänge mitgestalten. Dies bedeutet jedoch zugleich auch die Erweiterung des Kreises jener Personen, die an der Gestaltung der Gesellschaft beteiligt sind. Einschränkung und Verhinderung von Partizipation können demgegenüber dazu führen, dass Ungleichheit legitimiert und ausgrenzende Strukturen aufrechterhalten werden. Eine Auseinandersetzung um Partizipation und Ausgrenzung ist daher auch eine Diskussion um die Selbstdefinition einer Gesellschaft und um vorherrschende soziale und politische Beziehungen. Dabei können bestehende kulturelle Bedeutungen und Praxen neu ausgehandelt und verändert werden, was zum Teil zu widersprüchlichen Ergebnissen führt: So ist in Deutschland mit der Reform des Staatsangehörigkeitsgesetzes zwar der Erwerb der Staatsbürgerschaft erleichtert worden. Über den Erlass neuer Auflagen haben sich inzwischen jedoch neue Formen der Ausgrenzung etabliert.

Unter Bedingungen von Ausgrenzung und eingeschrÖ¤nkter Partizipation finden sich immer auch unterschiedliche Konstellationen von Mehrheiten und Minderheiten. Gerade in Migrationskontexten ist daher die Frage des Umgangs mit Minderheiten von Bedeutung. Vor diesem Hintergrund sollen die konkreten Formen von Partizipation und Ausgrenzung im Migrationskontext in ihren vielfÖ¤ltigen Facetten und Schattierungen dargestellt und analysiert werden. In diesem Zusammenhang stellt sich die Frage, welche Bedeutung und Relevanz politischen, sozialen, kulturellen wie auch rechtlichen Ungleichheiten zukommt.

"Migration, Partizipation und Ausgrenzung" soll im Rahmen der Tagung interdisziplinär und international ausgeleuchtet und diskutiert werden. Wir möchten Sie einladen ein Proposal einzureichen, das sich mit Bezug auf eines der nachfolgenden Themenfelder mit dem Zusammenhang von Partizipation und Ausgrenzung beschäftigt.
